三 |   会商指出,受上游俄方侧来水和近期降雨影响,黑龙江出现2026年第2号洪水。未来一周,松辽流域大部有2场明显降雨过程,累计面雨量为30~80毫米,局部可达100~120毫米。受降雨影响,黑龙江上游洛古河至三道卡段将超警,中游超警河段水位可能出现复涨,乌苏里江、绥芬河、图们江等河流将出现明显涨水过程,通肯河、穆棱河等河流可能发生超警及以上洪水。强降雨区域内中小水库、病险水库安全度汛及中小河流洪水、山洪灾害防御压力大,防汛形势依然严峻。  会商强调,一是密切关注未来降雨和境外侧来水情况,加强与省区联合会商,超前开展黑龙江降雨洪水预报,滚动开展超警河段洪水演进分析,预报分析成果直达一线。二是持续做好黑龙江上游超警河段和中游退水期堤防防守,督促地方加密巡查频次、加大巡查范围、上足人员力量,做到险情抢早、抢小、抢住,全力确保大江大河防洪安全。

四 | 三是警惕局地短历时强降雨,强化流域组网运行的测雨雷达应用,努力延长洪水预见期,提高洪水预报精准度,加强夜间强降雨监测,及时“点对点”提醒地方做好山洪灾害和中小河流洪水防御、中小水库安全度汛等工作。  会商决定,松花江防总、松辽委维持对黑龙江省防汛IV级应急响应和洪水防御IV级应急响应,加派1个工作组前往黑龙江上游指导堤防防守工作。
